I got Arcade Ahri in a chest and clicked the "unlock permanently" and it said "has been added to your collection", but I cant actually use the skin, and it shows up as still locked.
Is this a bug, or did I do something wrong?
Was pretty happy about getting it too, one of the few skins that I actually wanted...

Close the client and open it again. Sometimes that fixes things for me, maybe it'll work for you.
If you don't own Ahri it won't unlock till you get her.
I think you might be best off sending in a support ticket. More likely for a rioter to see it and be more direct in fixing it.
Hello there. I got the same problem with Heartseeker Orianna. Just leave the game, reconnect and unlock it again until it really adds it to your inventory. I had to click on "unlock permanently" few times to make it work. One or two times it gave me an error message, just keep going until it works. (Normally it still is in your hextech crafting)

Problem solved. Turns out, I got Arcade Ahri ICON, not skin. Hah. No idea that was a thing. Or that you can get icons from loot boxes. Feel pretty stupid now.
