YOUR CDR MASTERIES ARE NOT WORKING EARLY GAME, OR ARE THEY?

I'm not the only person seeing the CDR in my character stats not reflecting to our runes and masteries. I'm not sure if this is a display issue and I'm actually getting CDR, and that's what really bugs me. In my case, i start the game with 15% CDR, 5 from runes, and 10 from masteries.. BUT on my Character Stats in game, it showed a mere 3.33%. Meaning that only 4 out of my 6 cdr blues and displaying, and none of my masteries. In another situation, it showed my cdr runes fine but not my masteries yet again. Later in the game, when you buy CDR, it randomly fixes itself.
