[Visual] W Ability indicator has toggled effect when it is not

When starting a game, the W ability indicator has the rotating thing around it showing that it is toggled (like activating Jinx Q), except it is there during the whole game. It shows that it is toggled even if the ability hasn't been gotten yet and when the ability is on cool down, which prevents you from knowing when your skill is on or off cool down. While not very major, it is annoying and may lead to situations where you think your skill are off cool down when they are not.

This effect has occurred twice to me and once to a friend. To me, it occurred while playing Irelia, who has a W skill that has the toggle animation. However, to my friend, it happened while she was playing Janna, who does not have a toggleable W. This has only happened to the W skill.

While I'm not sure how to reproduce, a theory I have is that this happens after you play a game with a champion that has an ability with the toggle animation. It happened while I was playing multiple games of Irelia, and to my friend, it happened after playing a game with Jinx. This is odd because Jinx has the toggle animation on her Q and not on her W. Also, this does not happen frequently.
