Jhin not gaining attack speed from items

In my last game as Jhin I was unable to raise my attack speed beyond .75. I purchased 4 recurve bows and a few daggers to test this. Has anyone else had this issue with Jhin?

DEATH IN 4 ACTS: Jhin's basic attacks use ammunition and his attack speed cannot be improved except through growth by level-up.
