Frost Queen's Claim (BUG)

About 80% of the time I activate FQC, I have this issue where either only one of the ghosts moves at all or both target the same champion. It's been happening for a while and I don't know if this is just me. Sometimes one of the ghosts will sit still until it expires or it will move a little, freeze then expire. It's starting to get pretty irritating as I can't seem to utilize it fully anymore.
