Couldn't Swap Champs in Clash Swapping Phase

Title. Today, my friends and I scouted for clash. Everything was going well, we stomped our enemies first game, and then we were waiting for our next opponents. During swap phase in our second match, no one on my team could swap with each other for about 20 seconds. After those 20 seconds, everyone was able to switch besides me and one other person in my party. I was playing ADC and he was Sup. For context, during champ select, he first picked me Cait, and I locked in Rakan for him in return. It showed me the option to swap with him, but on his end, he couldn't see the request to swap. We both just said fuck it, and we ended up switching up roles. In the end, we lost that game, which was really upsetting. There was nothing wrong with his internet or mine, so my team assumed it was a fuck up on Riot's end. Did this happen to anyone else?
