(Gameplay) Unsealed spell book bugged with hextech flash?

I should begin by telling you i went summoner 4 and summoner 12 and went unsealed spell book and hextech flash I was playing Malzahar and had flash on cd, so i decided to change flash for ignite. after a while i went top and got into a fight with the enemy toplaner and my ignite went into cd (not full cd but a ~15 sec cd that kept refreshing) as soon as i entered combat. after a while the same thing happened to me but with another summoner spell. this time it was also while i replaced hextech flash. this didnt happen to me when i replaced tp for something so my guess is it was hextech flash that was making the bug?

Experiencing the same thing, even though my theory was that it was unsealed spellbooks in combat CD that was acting up when another swap was ready, this sounds much more reasonable seing as how its only when I swap my flash that it acts up (now that i think about it)
