TFT Woodlands Items do not copy

Notes to Rise of the Elements states the following :

"Deploying multiple Woodland champions causes one of them to randomly create a clone of themselves (including items) at the start of combat."

I have verified several times and the items are not being copied. To see if it was a visual issue I checked the stats of both original champ and copy. The copies are missing the stats provided by the items. Bug, or intended ?
