[GAMEPLAY]Warmog Armor not regening health @ exactly 3000 HP

I was playing Singed in an aram, I purchased Warmog's Armor before I had 3k health in hopes I would have enough health after leveling to use Warmog's passive. I leveled up to the next level to exactly 3000 hp. Warmog's passive states it will only work with a MINIMUM of 3000 HP, I was at 3000 points exactly and the passive would not kick in until I had more then 3000 hp.
