Nami Passive

Does Nami's passive scale incorrectly? Because from what I have been seeing, the more AP you have, the faster you become from her passive. However, the move speed is lower than what is actually listed in the description.

I just tested it and it seems fine.

There is a cap on movement speed. Anything above 415 movement speed will be decreased so even flat boost like Nami's passive will not give its full value
