Flash Broke As Shen

I was playing shen, and my Flash became unusable could not cast it at all even though it was off cooldown. Could ping it as ready and up. Could not click on it to cast it or any keybind, it would just say "You cannot cast that yet." or something along those lines. I tried reconnecting mid game, that didn't work. It finally worked about 10 minutes later after I ulted randomly.
