cant connect to chat service

so i logged on and it says logging into chat service but it never does connect and when i go into a champ select i cant talk and i tried reloging several times

It works when you get in game. Been like this all morning.
It has been like this since yesterday afternoon for me. Relogging, force quitting it, running as normal user, running as admin. Nothing seems to fix this. Does anyone know if its riot issue but they just have not announced it yet or if it is a client bug?
