[GAMEPLAY] Hotkeys Don't Work

So the best way to explain what this bug is, is to say that literally no hotkeys for abilities, summoners, or items work at any point in game. All abilities and items can only be used by clicking the icon, and the using it normally. How it happens is a bit of a mystery. It's only occured twice so far for me, both times were in games I was playing as Janna support. I would join the game normally, completely oblivious of what was going on, use ctrl-e to level up my shield ability, and then my shield wouldn't work on cast. Both times, I was confused and thought "maybe I just failed to level the ability", and checked to see it leveled. After spamming it continuously on allies, myself, and turrets to no avail, I would try resetting smartcast, changing buttons for abilities, reseting everything to default, etc. No solution. My keyboard was fine, because I could type in chat perfectly. The only solution I could find for this was to exit the game, completely close out the client, and then reopen and login to the client again. Unfortunately I haven't been able to reproduce it again, nor do I have any clues as to what causes it other than maybe playing Janna. It's not restricted to ranked or normals, because I had it happen in each type (that ranked game didn't go well). I get that there isn't much to base this off of, but if anybody has had a similar problem then maybe we can narrow it down.

tl;dr Played Janna, leveled E, no abilities or summoners or items worked unless I clicked on the icon to use them. Happened twice, no idea how to reproduce other than play Janna and level E first.
