panth's spear crits work with IE passive, but not with ER passive?

pretty much the title. the tooltip states that panth's q can crit and since it does work with the IE passive (increased crit dmg) shouldn't it also work with the managenerating passive of ER? (it also didnt work with the "old" warlords bloodlust mastery btw.)

there is nothign in game that impies that panth's spears wouldnt interact with ER.

if this is a bug, please fix it. if it is intended, then please change the tooltip of panth's qs that states they can crit.

Essence Reaver item.png Essence Reaver's mana restoration passive is strictly tied to critical strikes. Therefore attacking turrets or using abilities will not trigger the passive. Gangplank's Parrrley is the only exception.

I believe it only applies to basic attacks with gp's Q being the exception because it technically counts as a basic attack in its own description. otherwise this could be a bit too strong on both ezreal and panth, ezreal being that his Q could set it off giving him much easier spam and panth because he can guarantee crits with no other items, and he relies on his skills to do his burst damage combo.
