Anivia's Q flash frost

I play a lot of Anivia and well I've been noticing that when I sometimes cast anivia's Q near the bottom river entrance my Q goes on CD but it disappears I remember back in season 2 and 3 I would have this problem but when I pressed Q again it would still stun them, this time however it disappears I tap Q on my keyboard repeatedly it still shows that it can be detonated since I can't see Flash frost It goes on Cooldown after it reaches its maximum range. Its weird, i've also noticed that when I click on Flash Frost ability with my mouse you can see the skill shot line and of course the radius of the stun. When I circle the ability around my champion the radius at the end of its max range for Q kind of moves up and down instead of circling around Anivia. I am unsure if anyone out there has had this problem when playing Anivia. I'll try to get some footage of what i'm talking about or pics unless its out there already.
