So Just finished this game no less then 5 mins ageo (yay for always running OBS while palying.) And in the first min of the game this graves got a double kill bottom, and continued to dash everything aimed at him. Don't play graves but I know his dash cool down isn't short enough to let him dash 3 times before Illaoi can get a second W off.
His dash (E) has a relative short cooldown, if all his shots are hit. Each pellet decreases E cooldown by 0.5 sec. And judging from video it is pretty possible to get 10+ sec cooldown ( 6 pellets, 4 shots = 24pellets x 0.5sec, i.e. 12 sec CD). he has 10% CD too. That is pretty good graves gameplay.
May be RIOT saw this and are nerfing his E.
