Discrimination against Yordles

With the Thunderlord's Decree meta going around, I've found that Lulu was discriminated for using it. Each time she attacks with her passive, the lighting damage wasn't activated but needed to make 3 attacks (without the passive) to finally do the extra damage. Items such as and which has the same conditions as Thunderlord's Decree, can be used by Lulu's passive. > > ThunderLord's Decree: Your 3rd attack or spell on an enemy champion calls down a lighting strike, dealing magic damage in the area. Spellthief's Edge: Spells and basic attacks against champions or buildings deal 10 additional damage and grant 8 gold.

Champions like Bard or Lucian can use their Thunderlord's Decree fully with the help of their passive and bully their lanes while Lulu is strugelling with her passive to use hers and wondering why her passive doesn't apply to the current meta that is Thunderlord. Thus brings me to wonder if Ziggs Hexplosive Mine or Corky's Galting Gun within his third attack will activate ThunderLord's decree each time an enemy champion is damaged...
