My roommate would like to launch league's login screen but can't [LAN][6.4]

After clicking EJUCUTAR nothing happens. The game doesn't load the login screen and the logos/previous screen and client disappear. I can rerun the patcher but that doesn't help. I'm going to reinstall completely and see if that helps it.

If riot could help break this down for me to to my roommate..he prefers LAN because he speaks spanish.
