Flashing and unclickable notification, messages, and friends list icons

Anybody know how to fix this? I Uninstaller the game and reinstalled it. It still has this same problem.

I realize this is 2 months old now but i have recently started having the same exact problem and so is my friend. i was wondering if you ever found a resolution to this issue. -Glitch

Help I'm having the same problem; except I can't click ARAM unless I click it excessively. Any solutions to fix it?? It's been like a few weeks now and it's really irritating.
