Losing Rerolls(RR) In All Random All Mid(ARAM)

Not entirely sure if this is a bug or if it's been changed but. Generally when you're in champ select for ARAM and you don't quite like the champion that you have randomized you can re-roll the champ and receive a new one but often times there will be someone that leaves the champ select and you are once again placed into queue. Recently whenever i have re-rolled a champion and someone else dodges the game i lose that re-roll. In the very next champ select it will indicate that i only have 1 remaining re-roll instead of 2. This has happened multiple times now.
