I heard the honor level will affect ranked rewards (below level 2 wont get anything)
but I believe it is effective from season 2019 not 2018.
My honor level is currently at 1 and I finished season 2018 as Platinum 4.
how do I get the ranked rewards in this case?

If you Honor dropped because of a chat restriction, you can still make it back to Honor 2 by February 11, 2019 in order to be eligible for end-of-season rewards. If you are below Honor 2, you will not receive any Season 8 rewards. If you receive a punishment that was more severe than a chat restriction, you will not be eligible for any Season 8 rewards regardless of whether you reach Honor 2 or not.
