Viktor Ultimate Negated by Azir Ultimate

For the first time I played Viktor Vs Azir in a match (currently patch 5.3). After using my ultimate Chaos Storm on Him, he used his ult Emperors Divide, it not only moved my ult back (like it was a champion), it re-pathed my ultimate around his wall. Is Viktor ultimate supposed to react this way? Is Azir adding terrain to the map?
