Shen's Q bug

When Shen's spirit blade is directly on top of his character model, his Q will not activate. It goes on cd but doesn't proc his passive nor does the blade activate with his autos. So to clarify, standing still, press Q, wait, press Q again with the blade on his character model and it will not activate. Please fix Riot!

Not just standing on it, but just being too close to it in my experience. Walking a little bit from the sword and activating it was still bugged.
