strange bug /lag glitch (please help)

every time i get into a game i come up across this glitch, basically most animations don't work, minions that are still standing and attacking but do no damage, my champion cant train abilities or reset cool downs, essentially everything is frozen and i cant do anything until i reset my game.

the video i posted is outdated footage but is the closest thing i found to my glitch, its basically the same thing except my game doesn't unfreeze till i reset the game, can someone please help i am getting desperate.
