[Annie stun bug] and [client friends not connecting bug]

I hoped on discord this morning and my friends told me to play Annie so I went on Leauge bough her and played a game and when Annies stun gets to 4 stacks it doesn't go down and you can stun with every ability. also, it says my chat is down and won't let me talk to anyone in my friend's list of even doesn't let me type in the lobby when selecting a character I don't know if this is a bug or just my pc being my pc.
