Lux E
In the last game I played, Lux's E was disabled. When I hovered my mouse over it, it said "You cannot cast that right now."

Same issue here. I was in an ARAM, got knocked up/silenced while my E was waiting for it's second press/activation and although it exploded after it timed out I was no longer able to use it. The tooltip said it cost '0 mana', never appeared to be on cooldown, and pressing E simply stated that "You cannot cast that right now!"
