Bug: Lock in button becoming unclickable after switching summoner spells.

I picked vladimir as first pick, switched my summoner spells from flash teleport to flash ignite and couldn't lock in. I am actually really confused how this is happening, if you guys figure it out I want to know lol. I am assuming when I switch summoner spells without locking in during the animation you freeze the lock-in button? I took a screen cap of the client (not during the error) if needed as well.

I have had this bug happen too, very many times!! Except that sometimes the "lock in" button will become disabled after changing champions, runes, masteries, or summoner spells (basically anything), and what's more is that sometimes it will re-enable after a few seconds of being disabled, but other times it will STAY disabled until you change your runes/masteries/summoners/champion once and then back again.
