[CLIENT] Queue Dodge Timer penalty when other's leave Champion Select (Ranked Solo)

Twice today I've attempted to play Ranked Solo, and teammates have quit the champion select screen. The first time, this prompted me with a 5min Queue Dodge penalty, which increased to 30min as it happened later in the day.

1. Attempted to play Ranked Solo/Due (Solo, no pre-made)
2. Teammate quit during Champion Select
3. Prompted with penalty

I'm coming back to LoL after a 4 year break, so I don't know if this is a frequent issue. All I know is that I should not be penalised for others leaving during a low-priority match.
