Hextech Mystery Champion Shard Unpurchasable

I'm not sure if it's purchasable with Rp or not, but I have 1863 ip and it is listed as 1700 ip. I have purchased many of them before but now it claims that I do not have enough rp/ip to purchase one. I know my ip isn't visually bugged because I haven't bought anything with it recently.
