Gragas Unable to Use Q Ability all game (ARAM)

I recently queued into an ARAM game as Gragas (Fnatic Skin).

Very early in the game I used my Q ability to throw down a barrel, shortly after I noticed the barrel was gone and I was unable to press Q again to explode it. Here is what happened in steps.

1. I threw my barrel down near our primary turret
2. enemy morgana dropped tormented soil in the same place
3. enemy veigar put his Cage down, also in the same place
4. the Barrel despawned
5. I am unable to use Q for the rest of the game

At the time I had levelled 1 point into Q and 2 points into E. the items i had were tier 1 boots, chalice of harmony and health potions.

I noticed the tool tip of my ability had bugged to display the tooltip that shows when you have a barrel out that is ready to be exploded.

For the rest of the game i was unable to use my Q ability, all others worked fine. a restart of the client did not fix this bug, as well as rebinding the hotkey to another key.
