Diana passive isn't procced by 6 stack rageblade. [Gameplay]

Was playing a couple games where I was testing out the rageblade functionality on some other champs that were not devourer junglers, and I noticed that the 3 proc for Dianas passive doesn't have the double proc rate applied. One of the other champs I thought this may have been interesting on was Mordekaiser's Q, although This I am not sure if intentional or not but it also does not get the benefit of the 6 stack bonus.

Well, there's a difference between every third attack and every third hit. For a difference in one champion alone, Xin Zhao's W passive crits on every third attack, which means every third attack, regardless of Guinsoo's. But it heals every third hit, meaning he heals every other hit with Guinsoo's Phantom Hit. Morde Q is probably fine with that as is, and I think Diana's has always been every third attack, right...?
