[Gameplay] Hail of Blades is not acting as intended

1. Hail of Blades is applying to the triggering attack and the next two, when I'm 99% sure it's supposed to benefit the next three attacks after it's triggered but not the first triggering attack. I haven't found any documented change in behavior in any recent patch notes, so this might actually be intended but not mentioned. If that's the case I'd like to suggest here that it be reverted, since there was a cool synergy with auto resets letting many champions get four quick autos.

How to reproduce: Pick any champion except Jhin, and use Hail of Blades. Attack a champion or target dummy at least 5 times from out of combat and see what happens.

Expected behavior: First normal speed auto triggers hail of blades and does not benefit from it, next three attacks come out quickly, and the fifth and subsequent attacks come out normal speed. (A---AAA---A---A---)

Actual behavior: The first three autos come out quickly, including the first having a quick animation, and the rest are normal speed. (AAA---A---A---A---)

2. Hail of Blades only benefits two attacks (second and third) on Jhin. This is probably due to the combination of the above bug making HoB work on autos 1, 2, and 3, and Jhin's 8.20 and 8.22 changes specifically blocking his first auto from benefiting from HoB.

How to reproduce: Pick Jhin with hail of blades, buy 100% crit chance (to test movement speed passive on whisper), and auto attack a dummy or champion FOUR! times in a row from out of combat.

Expected behavior:

If HoB is supposed to apply to the first three (would make Jhin consistent with all other champions in Hail of Blades' current state, if the general change was intended): First, second, and third autos have increased AD and extra movement speed from Whisper after them, and the fourth shot has normal AD and does not get extra movement speed from Hail of Blades.

If HoB is supposed to not apply to the first auto, but the second/third/fourth (as I thought it's intended to be): Jhin's first auto is normal AD and normal boosted movement speed, and autos 2, 3, and 4 have increased AD and increased boosted movement speed.

Actual behavior: Jhin gains increased AD for autos 2 and 3, and further increased movement speed (from Hail through Whisper) after autos 2 and 3. Jhin does not receive increased AD for autos 1 and 4, and he does not receive extra Whisper MS from Hail's AS after autos 1 or 4. The same applies when I tested just AD without any crit chance.
