[GAMEPLAY] Lucian Passive and Ult don't properly work with Electrocute keystone

Lucian's passive auto attack does not count towards a stack of electrocute. His entire ult also only counts as one stack towards electrocute.

This bug happens regardless of items or skin in every game.

I believe for the ult part it's because it counts different abilities or auto attack.

I don't know why it wouldn't proc it twice for his passive, but it's understandable for his ult.
