EMPTY game.cfg file?

I keep getting a directx error whenever i try to start up a game. Here is what i did so far: updated all of my drivers (running on a standard VGA adapter), disabled and enabled my display drivers then started up game, installed directx end-user runtime web installer, uninstalled and reinstalled the game, tried to reduce the screen resolution, deleted game.cfg file then tried to start up the game. None of it worked. However, when i opened up the game.cfg file using notepad, i noticed that there was no code. All it contained was this

[General] CfgVersion=8.9.506

Is anyone else getting this? If not, does anyone have a standard copy of the game.cfg file? Any other solutions to my directx problem?
