Cannot use any hotkeys persistently every 10-15 games

I have had this bug over all computers I have played on for the past year and it has persisted constantly. Every few games I am waiting for that one where I have to reconnect and pray that that fixes the bug that pops up like a little devil. From what I can tell no one else gets this currently, but all of my keyboard commands, including champion abilities, summoner spells, and recall lock up. I can cast by looking down, clicking the spell in my hotbar, looking back up and clicking my target. Ultima Online style. Without macros. Reconnecting fixes this most times, so I try to test my recall at the beginning of every game so that I can do this before any real harm is done. However, sometimes it just does not want to fix no matter what I do. This has happened two out of the last three games, and the third game the bug happened but was fixed with a reconnect. I have dealt with this for so long without finding any rhyme to it. I tend to tab out during loading, and thought that may be a factor, but it happens regardless of whether I am careful to stay in the loading screen from start to finish or not. I know that there must be some constant in my software or habits, but I cannot find anything.

Sometimes I forget to test recall and I feel like a dead Schrodinger's cat the moment that I go to drop a ward and it's revealed that I'm bugged.
