Why am i not getting the anniversary gifts when my acc is created in season 3???

Is there a certain time i have to log in to get the reward cuz i dont want to miss it but i cant seem to get it....if anyone can help pls comment,or maybe i am just dumb and there is a certain time u can claim the reward but it only said october 17...

hover your mouse cursor over that yellow exclamation mark. it will tell you what time it will be available.

It said it wont be avaible for acc created after 6 pm..
