Client freezes during champ select

Client will freeze for 5-6 seconds at a time during champ select, unfreeze for half a second or so, then freeze again. often causing me to be unable to ban or select a champion. This has been happening for years, every since the new client was released and its never been in a stable condition. I have seen numerous other threads for this issue, but never a response from riot addressing it, they just lock the thread so it doesnt get anymore attention then ignore it.
