[GAMEPLAY] Garen's Q not blocked by abilities as it did before re-work

Matched against a Garen as Shen and noticed that, while my W blocked his Q damage and silence, he would keep doing his Q attack animation and, once my W expired, would silence and do the additional damage on Q.

1. As Shen or Jax, use W or E respectively
2. As Garen, activate Q and target Shen or Jax with a basic-attack
3. The status effect that empowers Garen's next basic attack doesn't disappear upon attacking
4. Garen's Q's status effect remains until you deal damage with a basic-attack or it expires

This has happened twice in ranked and multiple times in customs where a friend and I tested it. Attack Speed makes this bug more apparent since his Q cast time now scales with attack speed.

While we did not test Garen's Q interaction with Teemo's Q, I suspect it will be the same as with Shen's W or Jax's E.

EDIT: Other champs that have now been tested.

Fiora W: Garen's Q gets consumed as intended. Teemo Q: Garen's Q does NOT get consumed. Nocturne W: Garen's Q does NOT get consumed. Sivir E: Garen's Q does NOT get consumed.

Tested with various items, too. Titanic Hydra, Sheen, Statik Shiv, Banshee's, and Edge of Night.

A couple of things to note: Titanic Hydra's active effect and Sheen only get consumed when Garen's Q deals damage. Statik Shiv's energized attack gets consumed on the first hit without damaging anything
