Rubberbanding and delay in game

My ping is perfect but when I move it seems like my movement speed is 100 less and and I rubber band ahead of myself about every five-ten seconds, this also happens to the other champions on my screen. It makes the game unplayable because I can't connect any skills shots because they further ahead than they really are.
