Cant buy items as Blitzcrank

https://imgur.com/a/Q0Vy8 as in the picture here, I am unable to buy ice born gauntlet as blitzcrank. it happens with any completed item. in the red circles are one example of this. only way I've figured to fix this is quit the game then rejoin it.
