client wont open (doesnt show login screen period)

so i have had this issue for the past couple weeks. i was at one point in time able to just run the league of legends installer and it would bypass what ever was holding me back from running the game. then the most recent patch came out, now that my game needs to update the log in client wont even pop up. in my task manager it shows the CPU preforming at 0% for the game every time i try opening it. it also stats under the details tab that the game and the riot client are both not allowed. i would love to play the game but not even being able to see the log in client screen i just cant do anything. reinstalling didnt solve this, i cant repair the client, admin running doesnt make a difference, and my antivirus stuff isnt blocking the game from running as far as i am aware.
