Big, Sion not casting Q or R

I'll start a game as Sion. Early laning phase, everything will be fine. Once I hit around level 11 or so, my Q and R will stop working. I'll hit the key but nothing happens, no cast, no ability, no mana cost, nothing. Any ideas?
