Taliyah Passive Bug

Taliyah passive and boots of mobility have the same wording and ability as each other. "movement when out of combat" the problem is when Taliyah pushes Q it will stop her passive from giving movement speed when not hitting a target, while the boots of mobility will keep giving you speed and wont go on cool down until you are in combat, hence hitting an enemy. Taliyah passive should be the same way but isn't.
