Graves can't cast his Q when below 100 mana

my q will cost 65-70 mana and i will have, for example, 85 mana and it will say "you don't have enough mana to use this skill". Once my mana hits 100 it becomes available again. Clearly bugged and preventing me from getting many kills. Let me know if anyone else is experiencing this please.

intended, there has been a hotifx increasing his q's mana cost among other things (tooltip not yet updated).
