Abilites and Spells not working properly :(

For whatever reason abilities and spells won't activate for me when I press their buttons. It's not specific buttons, it's not spells and its not specific abilities. Sometimes I have really good games when this rarely doesn't happen, but it is a nightmare when it does happen because its always at important times, like I can't Teleport to save allies or turrets, or abilities don't work on dives costing me my life. I've done everything in my power to try to fix this but nothing works. I've tried different keyboards, wifi adapters, computers, and I've redownloaded League way too many times to even count. It isn't like I have really bad ping, 130, it only seems to effect League so I don't know and need help. If anyone has a solution please tell me.
