temporary disconnection at the start of game allows team to remake even if all players are active

I started a game and at the start of it I bumped my ethernet cord and it disconnected me for about 15 seconds.

This was whilst i was walking into lane so this was no problem - i reconnected and everything was good

a minute or two pass and the remake option appeared on our team and someone remade the match even though everybody was active in their lanes (no first blood)

My temporary disconnect must have triggered the leaver buster because i lost LP but was not assigned a low priority queue or match timer.

Video has the remake happening but not when i disconnected
