Team mate didnt lock in. I get 5 minute queue ban

The title pretty much explains it all. I was waiting to pick my champ (feeling really confident about this match up) and the player above me didnt lock in so the client just froze for a few seconds and when i was brought back to the party menu it said there was a pvp.net error and I tried to rejoin queue but received a 5 minute penalty. What?
