In-game/lane EXP

Maybe it's just me or a bug but I do not seem to be gaining the same amount of experience in game (from minions) as most other players. I will consistently have higher cs but be behind in level. Is there some reason for this?

Need someone to look into his. I was 2x CS of an Ahri but she was hitting levels before me.
