MMR hard reset after ban I THINK. Intended?

I finished the season d2 75 lp and after the ranked reset I can only invite people who were bronze-gold elo before the reset to a ranked lobby. That means I can't play with people who were d2 before the reset. I would assume my MMR has been completely reset since I was banned for 2 weeks during season 4. I just want to know if it's intended.
