[GAMEPLAY] Diana cannot proc Energized Strike from Statikk Shiv/Kircheis Shard

Diana, when equipped with Statikk Shiv or Kircheis Shard, is unable to proc the Energized Strike passive effectively. Stacks build as normal, and upon reaching 100 stacks they are consumed on her next auto, but to no effect. Afterward, she is able to build up stacks again, but her basic attack will not consume them upon reaching 100. She remains with 100 stacks Energized indefinitely.

Steps to Reproduce:

  1. Start a custom game of Summoner's Rift.
  2. Lock in Diana Diana.
  3. Farm or otherwise generate enough gold to buy Kircheis Shard item 2015 or Statikk Shiv item 3087.
  4. Build up 100 stacks of Energized Strike and find something to attack, the stacks are consumed, but nothing happens beyond a normal basic attack and passive counter.
  5. Build up 100 stacks of Energized Strike again and find something to attack, the stacks are not even consumed this time and nothing happens.

Frequency: Happens 100% of the time, observed on a stream and tested myself in a custom, independently verified by others, but I don't have a vid, sorry. :( The steps above will reproduce it though.

Edit: On a suggestion, selling and rebuying the item only causes the above to repeat. Dying and respawning does nothing.

Testing in multiple custom matches to see this for myself. This sounds pretty nasty.

Edit: I had the exact same results as ArmySquirrel, with item 2015 not proccing at all followed by it being permanently stuck on 100 stacks. I tried out item 3094 and it follows the same procedure, first it clears the stacks without doing anything and then it stays at 100, allowing me to benefit from the increased attack range permanently.

Is this limited to Diana or is there something else going on? Gonna try out a few ideas I have.

Edit2: I thought it may have something to do with her 3 hit passive so I tried the same scenario on Ekko but everything worked fine.
